Abstract:

This dissertation examines the manner in which structure induced equilibrium can lead to discrete rather than continuous change in the tax code. The dissertation consists of a model, an analysis of Civil War Income taxes as an example, and an analysis of the potential for changing tax policy to a C02 tax without some external change.
